The People’s Republic of China has finally appointed a new Consul-General in Vancouver.
On July 15, it formally introduced Fu Fengshan as China’s 15th Consul-General for British Columbia and Yukon Territory. Fu’s two-sentence biography on the consulate website says he is an ethnic Han male born in June 1974 who holds a holds’s a bachelor’s degree in literature and membership in the Chinese Communist Party (CCP).
His previous assignment was head of the Chinese government mission to ASEAN, the Association of Southeast Asian Nations.

Fu replaces Zheng Zi, the acting Consul-General since Yang Shu left in summer 2025.
Why it matters
China’s top Vancouver envoy has traditionally been the most-visible member of the B.C. diplomatic corps. Fu is likely to increase outreach in the wake of the Trump trade war and Prime Minister Mark Carney’s controversial declaration of a strategic partnership with China, which NATO called the decisive enabler of Russia’s war on Ukraine.
In Global Affairs Canada’s guide to diplomats, the Chinese consulate in Vancouver lists a roster of 23 people, five more than the U.S. consulate’s 18.
When Yang Shu left in 2025 after three years in the post, he held an emotional meeting with members of the Canadian Alliance of Chinese Associations at their Richmond office. He urged them to be “civilian ambassadors” for China.
Yang’s predecessor, Tong Xiaoling, was in the post for a tumultuous five years that included the Meng Wanzhou extradition saga and the pandemic. After she departed in 2022, the Globe and Mail reported on leaks from Canada’s spy agency. Tong allegedly meddled in Canada’s 2021 election in favour of Liberal candidates in Richmond and Vancouver’s 2022 election in favour of Ken Sim over pro-Taiwan Mayor Kennedy Stewart.

Fu’s first activity in Vancouver appears to have been a July 10 symposium at the consulate’s Shaughnessy mansion to celebrate 105 years since the CCP’s founding.
The consulate website said he “elaborated on President Xi Jinping’s speech at the gathering in celebration of the 105th anniversary of the founding of the CCP and Xi Jinping Thought on Party Building.”
Local participants included dollar store king Johnny Fong, Canadian Community Service Association executive chair Peter Fu Binqing, former Chinese Benevolent Association of Vancouver heads Tai-Sing Hilbert Yiu and Zhu Zhanlun, and Chinese Consolidated Benevolent Association president Thomas Chan.
